FFh should be specified for the bytes that do not need to be programmed

Question:

Under (3) 256-Byte Programming, Programming/Erasure Command Wait, Boot Mode in the Flash Memory chapter of the User's Manual: Hardware, it states "FFh should be specified for the bytes that do not need to be programmed". What does this mean?

Answer:

After ROM is erased, the read value is FFh. If FFh is specified for the bytes that do not need to be programmed in the program, the read value of this area before and after programming will not change.
(It is acceptable to specify a value other than FFh for the bytes that do not need to be programmed. However, it is recommended that FFh be specified so that the read value can be the same as the value after erasing.)
